org-manual: Inline single-sentence footnotes

* doc/Documentation_Standards.org (org-manual.org specific
conventions): Document that we prefer to use inline footnote

the manual.
* doc/org-manual.org: Inline single-sentence footnotes.  Renumber the
rest.
