* lisp/org-macro.el (org-macro-replace-all): Prevent macro expansion
  in commented trees.
* testing/lisp/test-org-macro.el (test-org/macro-replace-all): Add
  tests.
* testing/lisp/test-ox.el (test-org-export/expand-macro): Remove
  tests.
