Rename `org-insert-columns-dblock' into `org-columns-insert-dblock'

* lisp/org-colview.el (org-columns-dblock-insert): Rename to...
(org-columns-insert-dblock): ... this.  Also fix a bug that would insert
"local" instead of `local' as the :id value.
