org-capture.el: Add support for week trees

* lisp/org-capture.el (org-capture-templates): Add
  file+weektree(+prompt) options.
  (org-capture-set-target-location): Add support for week trees.
* doc/org.texi (Template elements): Document file+weektree(+prompt)
  options.
