fix wrong key for org-reload uncompiled in menu

* lisp/org.el (org-org-menu): Use correct key "C-u C-c C-x !" to do
  org-reload uncompiled in the menu.

The key binding has been changed in 8619361669 due to a conflict with
agenda mode, but the menu entry had never been corrected.
