Backport commit f3769bc32 from Emacs

* lisp/org.el (org-unfontify-region): Use `with-silent-modifications`.
(org-display-inline-remove-overlay): Remove ineffective binding of
`inhibit-modification-hooks` around code which doesn't modify the
buffer anyway.
