ox: Rename `org-export-collect-tree-properties'

* lisp/ox.el (org-export-collect-tree-properties): Remove function.
(org-export--collect-tree-properties): New function.
  Renamed from `org-export-collect-tree-properties'
(org-export-as): Apply renaming.
* testing/lisp/test-ox.el (org-test-with-parsed-data): Apply renaming.
